The new IRPS Code (Imposto sobre o Rendimento das Pessoas Singulares), published for public consultation 1 April 2025 with effective date 1 January 2027, will shift residents to worldwide taxation while preserving territorial taxation for non-residents. Residency trigger set at 90 cumulative days per 12-month period.
Progressive 0 to 25 percent IRT (Imposto sobre o Rendimento do Trabalho). The 25 percent top bracket applies to monthly income above (approximately USD 11,000). Monthly tax-free threshold raised to effective 1 January 2026. Capital gains for individuals on shares or property sales taxed at 10 percent under IAC. Investment income subject to 10 to 15 percent withholding.
