Resident individuals (183-day test) are taxed on worldwide income, with foreign-source income generally captured unless exempt under a DTA. Capital gains are taxed as ordinary income except for sales of Venezuelan-listed shares (1 percent flat withholding on sale price). Domestic dividends are taxed separately at 34 percent flat on the positive book-fiscal income spread, with treaty reductions to 10, 5 or 0 percent available.
Progressive ISLR for individuals ranges from 6 percent to 34 percent at the top bracket, with thresholds expressed in Tax Units (Unidades Tributarias, UT) whose value is set administratively ( for 2025). The hyperinflation context heavily distorts the real burden, and bracket UT values are revised periodically by the SENIAT.
